Direction and Challenges of High Skills Vocational Education and Training Policies in Response to Future Social Changes

ABSTRACT

The study aims to analyze the cases of high skills human resources development (HRD) vocational training programs in future strategic industries to resolve the issues of low economic growth and low employment due to a rapidly changing population structure, and to suggest the direction and strategies for high skills training in future strategic industries of Korea. To this end, we analyzed the cases of ongoing HRD training programs for strategic industries in Korea. The results of the analysis are as follows. First, the strategic industry training carried out in specialized industrial training institutions in Korea mostly focused on the environmental, weather, and robotics industries in addition to bioindustry. Second, the keywords of future high skills strategy training turned out to be industrial convergence and globalization. Third, future high skills strategy training prepare for changes by constantly studying and sharing information about possible changes and industrial shifts in future. Fourth, many experts were invited as instructors for managing the quality of the high skills training programs. Based on the findings of these case studies, we suggested the promotion of high skills vocational training for strategic industries in Korea.
