The Research for the Principal Appointment Policy in Korea On the Basis of Public Justification

    Abstract

    The purpose of this study is to analyze the issues and causes of the principals' appointment policy in the Korean education system and to suggest policy alternatives in the appointment of principals based on public justification theory. Recently, since the announcement of the Ministry of Education, debates about the issue among teachers associations have been a point of contention.
    While the Korean Teachers and Educational Workers' Union (KTU) claims the expansion of open recruitment system for an unlicensed principal, the Korean Federation of Teachers' Associations (KFTA) claims to abolish the policy of expanding the open recruitment system for an unlicensed principal.
    The main purpose of this study is to investigate the causes of educational policy conflicts, examine them on the basis of public justification theory and suggest policy alternatives from the appointment of the principal to training and evaluation. The results of this study provide a basis for drawing a sketch of a fundamental and essential education ecosystem based on public reasons.
