The Determining Factor for Entering Public Education for Out-of-School, Immigrant Youth

Based on the Gelberg-Anderson model, this study tried to identify how predisposing, enabling, and need factors influenced admission decisions for middle school. Logistic regression analysis of 141 questionnaires on the admission decisions of adolescent immigrants outside of school revealed that lower age and access to more information about entrance to public institutions correlated with higher intentions to enter public education. Based on the results of this study, practical implications and policy alternatives to promote public education among out-of-school adolescents were suggested.
