Comparative Study on an Education System for collaborative Governance in Disaster Management: Focused on Korea, the U.S. and Japan

Abstract
As various large-scale disasters keep occurring, collaborative governance for disaster management through the mutual cooperation of government, private and civil society is gaining more importance. A clear understanding of disasters and the roles of those involved is essential, but disaster education under the government-led system has been inadequate. This study compares the disaster education systems between developed countries and Korea. The key findings of the study are as follows. First, legal stability and legitimacy are required to be established through rearranging related laws. Second, it is necessary to check and improve disaster management infrastructure. Third, the awareness of disaster should be improved, on which disaster education system needs strengthening and practicing on daily basis. It can be expected that effective disaster prevention, preparedness, response, and recovery will be possible through the establishment of education system that strengthens communication, improves knowledge, and clarifies roles, including the government, private sector, and civil society.
